Monitoring September 2011 (outline)

 

 

Materials contain signs of being ordered or signs of censorship

 

In general, during September the quantity of the information on social and political subjects in daily news bulletins broadcast by the monitored channels containing censorship or ordered material was the following:

As per results, a general quantity of censored or ordered  materials in September has increased comparing to July while all the channels have kept their previous positioning.

ICTV  has taken the first position as per quantity of ordered reports in business during September, despite advertising reports on charity deeds of CEO's and companies' owners, the channel broadcast an open advertise of companies and their business. The other channels are broadcasting an advertisement from the owners.

Note: The total number may not necessarily coincide with the overall indicators (Table 1) as some of  the materials have both lines present.

 

Most of the negative materials on the opposition in September were covering Tymoshenko and Lutsenko trials. Both  processes were covered more or less similarly by the channels - some events were selectively voiced over, but the essence of the processes has been concealed.

 

Concerning the  materials with signs of censorship and signs of being ordered where the following standards are violated by the channels:

In September, all the trends among Ukrainian channels have remained constant such as presence of ordered materials and censorship of information,  violation of balance of opinion and completeness of information as well as journalistic opinions and evaluations.

 

2. Concealment of socially important information by Ukrainian channels.

 

In realization of political orders, concealment of certain subjects or their components (as positions and argumentation of parties, expert evaluations, exact facts and backgrounds), that being disclosed, would be unfavourable for the government, still play very important role.

In September, the total number of information concealments has  increased significantly, due to active political life, rising protests and a significant number of topics associated with a decrease in welfare of Ukrainian population. The undoubted anti-leader in concealment  of unvavourable for  government themes, ideas and facts is the First Channel (Pershyj). There are relatively less amount of information concealment on the Channel 5. The other channels are more or less on the same level concerning this issue.

From June 2009 within the "U-Media" project "Monitoring of compliance with journalistic standards and improvement of media understanding of Ukrainian citizens", which is realized by the  public organization "Telekritika" and supported by Internews Network. The website "Telekritika" publishes on monthly basis analysis of professional standards of the Information Services of Ukrainian TV channels. The object of study are social and political issues broadcast by the main (evening) news bulletins on the following TV  channels as Inter, ICTV, 1+1, STB, Novy, First National, Channel 5 and Ukrayina. The project aims to improve media understanding of  Ukrainian citizens, encouraging the media to impartiality and adherence to journalistic standards thus  improving the quality of media products. Criteria for monitoring are described in previous publications of Telekritika: Part 1, Part 2 and Part 3. Other project materials, you can find in the section "Monitoring" on 'Mediasapience' web site.
