1. MATERIALS WITH SIGNS OF BEING ORDERED (OR WITH CENSORSHIP)

 

Generally in May in daily summary newcasts of examined channels was such amount of socio-political materials with the signs of censorship or signs of being ordered:

General number of such materials greatly increased in May in comparison with previous month.  As before, most such materials appeared on Channel 1. Inter took second place again. The number of such materials on Ukrayina continued to grow rapidly - the channel already has third place, almost catching up with leaders of this anti-top list. More and more materials with the signs of censorship or signs of being ordered we had on Channel 5. Also there was considerable growth in their number on STB. Generally, most channels gave more such information in May. Possibly it was because of evidentially distorted highlighting the events of May 9th in Lviv and their consequences. However, on ICTV there were a bit less such information.

Here we had only one considerable change - this month business ordered materials were absent on Channel 5 again, as well as in January-March. The rest of channels, as before, advertised mostly the businesses or charity of their owners.

In May there were considerably more materials about the opposition, mostly owing to the three main subjects, namely, events in Lviv and the course of criminal prosecution of Lutsenko and Tymoshenko. Ukrayina again was an indisputable anti-leader of this list.

 

The following standards were violated by the channels in their materials with the signs of censorship or signs of being ordered:

This month, as before, the main violations that could be called the signs of censorship or being ordered  were the violation of opinion balance and information completeness standards. At the same time the number of violations of facts and opinion separation standard continued growing. Information reliability standard was violated by channels a bit less than in April. In May Ukrayina channel violated information accuracy standard many times.

 

2. CONCEALMENT OF SOCIALLY IMPORTANT INFORMATION BY THE CHANNELS

 

In realization of political orders concealment of certain subjects or their components (as positions and argumentation of parties, expert evaluations, exact facts and backgrounds), that being disclosed, would be unfavourable for the government, still play very important role.

The general number of subjects, concealed by the channels was a bit less than in April. The channels had not very different results. Channel 5 concealed information considerably less.

The general number of subjects, concealed by the channels grew again in May. As before, Ukrayina and Channel 5 give such information more often. Among the subjects concealed by all the channels are the following:

 

Ukrainians express their opinion about the power on "the wall of truth" in the center of Kyiv - National Forum of Trade Unions action (May 1) 


March for the liberation of political prisoners took place in Kiev, (May 1) 


Trade unions should unite around Spring protest march of May 19th - Chairman of the Federation of Trade Unions of small and medium businesses said  (May 16) 


Buses with the participants of  the Vpered action possibly would not be let in Kyiv, transport companies asked for help (May 17) 


Svoboda fixed the tent camp near Lviv Pre-Trial Detention center, where party members were kept (26 May) 


The government increases pressure on the activists of the Vpered action  - action organizers said (27 May) 


Ten thousand people in Lviv took part in a rally in defense of the arrested members of  Svoboda (May 30) 


Organizers of the Vpered action invited factions leaders and ministers to report to the Ukrainians on June 8 (31 May)

Here we could see that most Channels  concealed such issues. STB and Channel 5 gave such information more often than the others. Among the subjects that were not highlighted by any channel, were:

 

Voters Committee of Ukraine poorly appreciated the readiness of authorities to carry out the law on access to public information (May 20) 


Journalists of the Khreshchatyk newspaper claimed that Kyiv authorities use censorship (23 May) 


National Council again did not extend the broadcasting license for Chornomorska television and radio broadcasting company in three Crimea regions (May 25) 


Ukrainians World Congress asked Yanukovych, Azarov and Lytvyn to cancel the decision to terminate broadcasting of Ukrayina radio station (28 May)

In May general number of such materials lessened again. The channels concealed such information jointly. STB and Channel 5 gave a bit more such information. Here are the subjects that were not covered by any channel:

 

In Dnipropetrivsk region the level of unemployment grew - Regional Statistics Committee (May 2) 


Bus fare increased in Kryvyi Rih (May 5) 


The growth of manufacturers prices accelerated in Ukraine in April - State Statistics Committee (May 6)


Surgical department closed in Dnipropetrivsk regional hospital for the disabled and combatants (May 9) 


For 85% of the Ukrainians crisis is not over yet or is just beginning - poll stated (May 14) 
Gasoline price per week increased by 7-14 kopecks / liter (May 20) 


Municipal electric transport fare in Odesa grew by 25% (May 24)

Journalists of STB, Ukrayina and Channel 5 highlighted these issues more often. Among the things, ignored by all the channels:

 

Kharkiv entrepreneurs supported the action for dismissal of Azarov\'s government (May 11) 


NGOs of AIC asked the President of Ukraine to veto the introduction of export duties on wheat (May 23) 


Kiev regional custom office blocked the import of medicines - FarmUkrayina informed (May23) 


Internet Association of Ukraine asked Yanukovych to veto the recovery of VAT on information services (May24) 


Association of farmers asked the president to veto the law on custom duties on grain exports (May 24)

In May the number of concealments in this field grew a bit. Channel 1 and Inter concealed considerably more information than others, Channel 5 did it considerably less. The following subjects were not highlighted by any channel:

 

The law on the use of the Victory flag on May 9 would split the Ukrainian society - the leader of Rukh patry said (May 5) 


Tymoshenko said that pension reform would lead to the destruction of the national pension system (May 6) 


People\'s deputies asked the Constitutional Court about the constitutionality of certain articles of the Code of administrative violations and Law on police (May 6) 


Batkivshchyna insisted on holding a referendum on land (May 6) 


The European Court began its consideration of Lutsenko\'s claim - deputy Grymchak said (May 6) 


Tymoshenko: Red flags on Victory Day offended national dignity of Ukrainians (May 6) 


Tymoshenko congratulated veterans and children of war on the Victory Day (May 7) 


Chinese buckwheat cost Ukraine 2.5 times more than expected, and it was bought without tender - deputy Ariev said (May 7) 


Nasha Ukrayina members demandede resignation of Mohyl\'yov because of clashes in Lviv (May 10) 


Current government is responsible for the provocations - Nalyvaychenko said (May 10) 


The events in Ukraine were an intentional provocation of the government, and Ukrainians should not take this "hook" - Tymoshenko said (May 10) 


Tymoshenko accused the General Prosecutor\'s Office in the falsification of materials and criminal cases (May 11) 


Tymoshenko intended be present personally in the District Court of New York on hearing her claim against Firtash (May 12) 


Batkivshchyna intended to appeal to the European Court to prove that the actions of the General Prosecutor\'s Office towards Tymoshenko were illegal (May 12) 


Tymoshenko was not allowed to travel abroad not by the investigator but by the highest government of the state - Batkivshchyna Press Service informed (May 12) 

 

Nasha Ukrayina members demanded to deal with illegal posting of red flags on administrative buildings on May 9 (May 12) 


Ukraine should receive compensation from Russia for the expences of the retired from Black Sea Fleet of the Russian Federation - Tarasyuk said (13 May) 


The provocations in Lviv on May 9 were planned by Yanukovych and Russian secret services - Sobolev said (13 May) 


If Ukrainians knew its history, the events on May 9 in Lviv could have been avoided - Yushchenko (May 16) 


Tymoshenko urged the Ukrainians to light candles in memory of the political repressions victims (May 16) 


The opposition wanted to hear Azarov in parliament (May 16)

Ministry of Education denied the request of Za Ykrayinu! party to get acquainted with the text of the new history textbook for 11th grade (May 16) 


In parliament there was no vote to condemn Putin\'s statement about Ukraine\'s role in WWII (May 17) 


Head of the Lviv regional council accused the representatives of the central government in attempting to throw the real heroes of Ukraine out of its history (May 23) 


The new version of the law on higher education was not a retrograde step but a jump into the abyss - ByuT deputy said (May 26) 


Formal raising of the Russian language would make additional cracks in the ethno-political map of Ukraine - Institute of Linguistics stated (May 27) 


Ambassador of Ukraine hopes for more active participation of the Russian authorities in solving problems of Ukrainian language in Russia (May 28)

Svoboda members declared the detention of their activists in connection with the events of May 9 (May 16) 


PGO motivlessly threatened Tymoshenko to arrest her - Batkivshchyna declared (May 18) 


Karpachova addressed the Pechersk district court of Kyiv with a request to change the preventive measures for Lutsenko (May 23) 


Tymoshenko said that she would meet European diplomats in Kyiv to discuss the situation with political repressions in Ukraine (May 23) 


Lutsenko in Pre-Trial Detention centre was deprived of medical care and passed out several times - his wife said (May 25) 


Spanish Secretary of State was concerned about the harassment of opposition in Ukraine and Ashton was concerned about the assumptions of political motivation of Tymoshenko cases (May 26) 


Tymoshenko favoured a jury in the struggle against political repression (May 31)
