Generally in March in daily summary newcasts of examined channels was such amount of socio-political materials with the signs of censorship or signs of being ordered:

In April the general number of such materials can be compared to one in previous month. In considerably increased on Ukrayina channel and was a bit less on Inter and Channel 5.

NOTE: general number of materials may not coincide with the general numbers (table 1) as some materials have both lines present.

 

General trend was the same. Positive materials of the government's activity were preferred and the negative ones about the opposition appeared mostly on account of highlighting of the ex-government officials' criminal prosecution. In April the number of such materials on Ukrayina channel increased considerably.

In April there was increase in violation of two standards of information journalism, namely, facts and opinions separation and information reliability standards. It was the most considerable on ICTV, 1+1 and Ukrayina.

 

2. CONCEALMENT OF SOCIALLY IMPORTANT INFORMATION BY THE CHANNELS

 

In realization of political orders concealment of certain subjects or their components (as positions and argumentation of parties, expert evaluations, exact facts and backgrounds), that being disclosed, would be unfavourable for the government, still play very important role.

The general number of subjects, concealed by the channels increased again. The difference between the leaders and outsiders in the chart is not substantial, as the vast circle of subjects was concealed by most or by all the channels.

The general number of concealments in this field was rather stable. Channel 5 and Ukrayina gave such information a bit more often.

 

Among the subjects, concealed by the main newscasts of all the channels, were the following:

 

In the heart of the capital 200 people held a protest march against building up of the historic area of the city, destroying trees, forcible takeovers of bookstores and museums (April 4)

 

Most Lviv citizens considered that revolutionary mood boiled up in Ukraine - polls information (April 7)

 

New Maydan events in Ukraine would have place on May 14 - Spilna Sprava movement leader claimed (April 13)

 

In Donetsk region the pupils' parents intended to block the way for Yanukovych on April 16 (April 14)

 

In Kyiv the protest against violation of rights of Ukrainians in Russia took place by the Embassy of the Russian Federation (April 18)

 

Transport operators refused to bring Nasha Ukrayina members to Kyiv because of unspoken prohibition of Region Internal Affairs Directorates (April 22)

The number of concealments can be compared with the data of previous month. Channel 1 and ICTV gave such information a bit more often than before. It's worth mentioning the following events that the audience of any of the channels under examination did not learn of:

 

Kyiv Post publisher confirmed that he had asked the editor in chief to remove the interview with Prysyazhnyuk, though he also denied that he suffered the pressure from the government (April 18)

 

The US senators' delegation was worried about the aggravation of the investment climate and the situation with the freedom of speech in Ukraine - the Embassy informed (April 18)

 

The broadcasters asked Yanukovych to remove obstacles for regional television and radio broadcasting companies' participation in the competition for  dogotal broadcasting license (April 22)

 

The Prosecutor's Office had no intention to investigate the murder of Kravchenko because of "prosecutors' conspiracy of silence" - journalist Podolskyi (April 26)

Till the end of the year there could be over 1 million unemployed in Ukraine - Korolevska predicted (April 1)

 

The trolley bus fare will be increased in Poltava (April 1)

 

In Poltava region 21 Poltavateploenergo boiler houses were shut down because of "gas debts" (April 1)

 

In Kremenchuk of Poltava region the trolley bus fare will be increased (April 2)

 

Donetsk railway increased the suburban trains fare (April 7)

 

Since May the line rental would rise - National Commission on Regulation of Communications informed (April 9)

 

Federation of Trade Unions of Ukraine considers the Ukraine's attitude to the Chornobyl cleanup veterans' social protection to be abusive (April 15)

 

Consumer attitude of Ukrainians deteriorated in March - GFK informed (April 18)

 

The employees of one of the Ukrtelekom branches spoke about the employment layoffs but their heads denied everything (April 18)

 

Odesa's governments intends to make 50% increase for urban electric transport fare and to make parking rate 3 - 7 times higher (April 30)

Among the issues, disregarded by all the channels are:

 

The government issued the decree on continuation of the grain exportation quotas for Ukraine (April 1)

 

NGOs of agro-industry asked the Administration of the President to intervene in order to cancel the grain export restrictions (April 4)

 

The Council of entrepreneurs of Ukraine prepared their suggestions for the economy rescue (April 5)

 

The activists of "Tax Maydan" asked the President to intervene in the situation concerning the investigation of their criminal cases (April 8)

 

Ukrainian Grain association called the government to involve corn traders in the preparation of export quotas selling (April 15)

 

The government of Ukraine initiated the imposition of a duty for grain export (April 18)

 

The potential grain export from Ukraine in 2nd quarter of the year 2.5 times exceeded the quota - the experts of the grain market International Working Group informed (April 21)

 

The government of Ukraine initiated the prosecution of the oil traders who did not keep to price range (April 27)

The number of concealments in this field came back to the February level (obviously because of the general increase in the number of such events). It is worth mentioning the following topics among those that were concealed:

 

The murdered deputy of Khmelnytsk regional council had been refusing to enter the Regions Party - Tymoshenko said (April 4)

 

BYuT-Batkivshchyna offered to create the committee of Verkhovna Rada for controlling the food price growth (April 4)

 

The opposition demanded Verkhovna Rada to consider the question of the individual voting of the members of parliament (April 4)

 

The head of the Committee on the National Security and Defense Anatoliy Hrytsenko accused  the Minister of Defense Mykhailo Yezhel of corruption and demanded his dismission (April 4)

 

Yatsenyuk offered Verkhovna Rada to decree that only state flag of Ukraine may be used  on the Victory Day (April 4)

 

Yatsenyuk offered to forbid the speaker to sign the laws in case that at least one deputy stated that he had not voted for it personally (April 4)

 

As a potential president, Tymoshenko is almost twice as popular among the citizens of Kyiv, as Yanukovych - polls state (April 5)

 

The deputy Yakhiev's murder was the sign of the anarchy epoch and a cloud on the current government's reputation - Batkivshchyna stated (April 5)

 

The Ministry of Internal Affairs of Ukraine had assisted Israel in kidnapping the Palestinian citizen Abu-Sisi - deputy Moskal said (April 5)

 

Korolevska suggested that minimum wage should be raised up to UAH 1 400 (April 5)
