Issue concealing is determined firstly by comparing those issues that are covered by all eight TV Channels (when some of them cover it and the other don't). Secondly, it is determined by comparing with issues that were covered on that day by "Interfax-Ukraine" and UNIAN Informational Agencies. 1.    Materials with features of custom-placement (or censorship)

 

In general the following amount of materials on social political issues with features of custom-placement (or censorship) was determined in the summarizing newscasts of TV Channels under investigation in the accounting September week:

In the accounting period general amount of such the materials increased in comparison with August. The explanation can be stirring of the political life of the country, especially with start of pre-election campaign. The channels featured more materials with features of custom-placement (or censorship) - mostly they concerned pro-authority political actors and candidates as well as their satellite-parties (Communist Party of Ukraine, "Ukraina - Go Ahead!" Party, etc.).

Increasing of such the materials was noticeable on Pershyi Kanal, "Inter" and Channel 5. One should bring to notice that amount of such the materials appreciably decreased on "1+1" Channel.

In the accounting period there was a bit more amount of such the materials than in the previous there months. They appeared on the same channels as they did earlier. Concerning the channels of Pinchuk's Media Group there were materials on Pinchuk's Foundation and Kuchma's Foundation. ICTV and "Ukraiina" Channels aired materials on Victoria Tihipko's Foundation; "Ukraiina" Channel aired material on Akhmetov's Foundation; 1+1 aired materials on "Bukovel" Resort.

2. Concealing of the socially important information by the Channels in September

 

Concealing of the issues or their aspects (positions and argumentations of some parties, expert evaluations, concrete facts and backgrounds), which disclosure is unfavorable for Authority, continues to play important role in implementation of political order. (September data are presented by figures of September 16-22 week; August data stay for 13-19; July data stay for 2-8; June data stay for 4-10; May data stay for 9-14).

In September amount of issues concealed by the channels began to increase again together with increased activity of country's political life.

There were not plenty of protests movements in the accounting period. But in general during the month none of the channels informed about such the events on this theme:

 

"Last peaceful protest" against projected law of prohibition of peaceful meetings was held in Kharkov City (September 5).

Defendants of Ukrainian language picket Kiyv City Council (September 5).

People picket election committee in Donetsk Region. They protest against illegal replacement of its Head with a supporter of "Partiia Regioniv" Party (September 6).

About 200 entrepreneurs picket Kyiv Mayor's Office demanding transparency in registering permissions for stalls installation (September 7).

Municipal authorities of Cherkassy City apply to court for further prohibition of meetings in the centre of the city (September 10).

About 200 individuals from United Opposition picket High Administrative Court because of its denial to examine the applications of citizens to join the lawsuit against President Janukovich (September 10).

Individuals, suffered from Chornobyl Catastrophe, began the unlimited protest movement against non-payment of pensions on the central square of Kharkiv City (September 11).

More than 200 citizens of Kyiv blocked Pravda Avenue protesting against hostile takeover of their yard (September 11).

About 100 of liquidators of Chernobyl Catastrophe continue their unlimited protest movement on the central square of Kharkiv City.

The activists that are dissatisfied with membership of District Electional Committees are picketing the building of Central Electional Commission (September 13).

200 individuals that suffered from the fraud of "Elita-Centre" picketed Kyiv City Council demanding to prevent the raid overtaking of building ground where a house was being built for them (September 20).

Events related to passing the Defamation Law were happening in the accounting September week. It caused a lot of issues that have something to do with Authority's Freedom of Speech prejudice. These issues, including media workers' reaction on passing the law, as well as reaction of NGOs and international institutions, were concealed by the channels.

Independent Association of Broadcasters claims that Antimonopoly Committee shall investigate anti-competitive actions of the cable operators against TVi Channel (September 3).  

Profile Committee of Verkhovna Rada of Ukraine demands to give a hearing to the report of National TV and Radio Broadcasting Council of Ukraine concerning the situation with TVi Channel (September 3).

House of a district newspaper editor-in-chief was broken-in in Lviv Region (September 4).

Unidentified individuals burnt the car of an editor-in-chief of district newspaper in Lviv Region (September 5).

"Rating of TVi Channel was twice decreased as a result of its switch off", - a journalist Mykola Kniazhytsky revealed (September 5).

Kniazhytsky stated that TVi Channel was switched off by order of National TV and Radio Council (September 5).

"It is necessary to withdraw "the parliamentary" members of National TV and Radio Council because of the situation with TVi Channel",  - stated Tomenko (September 6).

"Pershoho Hrudnia" Human Rights Initiative of writers, scientists and churchmen went to bat for TVi Channel (September 7).

Kharkiv court forbade protest movement to support TVi Channel (September 7).

The Opposition will vote for non-confidence of National TV and Radio Council (September 7).

General Secretary of Council of Europe expressed his concern about situation with TVi Channel and Defamation Law (September 10).

Eurodeputy Koval in his application expressed concern about situation with TVi Channel which weakens pluralism on the eve of elections (September 12).

TVi Channel asks not indifferent people to gather finance to extinguish a debt for tax police (September 13).

UNIAN Information Agency disposed the claim of prison workers about presence of agency's correspondent at briefing of Tymoshenko's cellmate (September 13).

 All-Ukrainian Committee "Nastup" claims that the provider blocked their website under Authority's pressure (September 13).

Memory of killed journalists was honored in Kyiv and Kharkiv (September 16).

"By passing Defamation Law Draught the Authority give up on normal functioning of media", - states the claim of the United Opposition (September 18).

Kniazhytsky: "Janukovich reacted on the situation with TVi Channel under pressure of the world society" (September 18).

"Reporters without borders" invocated Ukrainian Deputies to reject the Defamation Law Project (September 19).

Deputy Stets commented on Defamation Law - "journalists will either defend their professional right or terminate to be journalists" (September 19).

The journalist organizations demand to stop hearing of Defamation Law Project (September 19).

Jatseniuk: "Defamation Law will turn Ukraine into isolated undeveloped country" (September 19).

In Cherkassy Region police arrested three volunteers of Electorate   Committee of Ukraine for distributing the newspapers which inform the electorate on deputies in their district (September 19).

Eurodeputy Koval: "Image of Ukraine worsened again because of Defamation Law Project" (September 20).

National TV and Radio Council considers Defamation Law Project to be undemocratic (September 20).

European Union calls Ukrainian Authority not to hurry while passing Defamation Law Project (September 20).

International Journalist Federation criticized Ukrainian Defamation Law Project (September 20).

STB TV Channel applied to General Prosecutor's Office and Internal Affairs Ministry, as its journalist Fedoriv, who investigates illegal building on the territory of Bilychansk Forest near Kyiv, has been threatened (September 21).

The Opposition will transfer UAH 2 million to TVi Channel's account for paying off a dept to Tax Policy (September 21).

Council of Europe's General Secretary called Verkhovna Rada to reject the idea of criminalizing defamation (September 21).

Journalists united with jurists in Odessa City and created anti-corruption non-governmental project "Odessa under Control" (September 22).

Body-guards of Secretary of Kyiv City Council Gerega bate the woman-journalist (September 22).

About 50 journalists from Kirovograd City participated in street protest against Defamation Law Project (September 25).

Freedom of Speech Committee recommends Verkhovna Rada to reverse voting for Defamation Law (September 28).

Belarus Association of Journalists warned the Ukrainian colleagues about consequences of Defamation Law, as in Belarus people are thrown to prison for any criticizing of Authority on the basis of similar Law (September 28).

Finance Ministry plans to advance the price for alcoholic beverages (September 26).

"Average salary will decrease by 2.5% in July", - states Ukrainian State Statistics (September 28).

Ivano-Frankivsk Region Council invokes Cabinet Council and Electricity Regulation National Commission to reduce "robbery" energy tariff for citizens (September 29).

None of the TV channels informed on such the claims and actions of the Opposition:

 

Somebody has again spilled brilliant green on Vlasenko in Kharkiv City (September 1).

Tymoshenko demands from the administration of the prison and Prosecutor's Office to provide confidence of her meetings with attorneys (September 1).

Office of Kyiv candidate from UDAR Party was broken-in and robbed and his car was stolen, the Party considers it to have something to do with candidate's political activity (September 3).

Tymoshenko applied to the deputies of European Parliament to recognize at the moment the Parliament Elections as undemocratic and unlegislative because of great amount of violations on all the levels of pre-election campaign (September 4).

The Opposition provided the Supreme Court of Ukraine with 0.5 millions of signatures to the lawsuit against President Janukovich.

Tomenko: "All the Authority's system works to meet the needs of  elections roughly violating the law" (September 6).

The Opposition: "Supreme Administrative Court wants to abolish lawsuit applications of 1.5 million of Ukrainians against President Janukovich" (September 7).

"Batkivshchyna" Party reminds that Department of Justice and Department of Treasury disproved the existence of debts of United Energy Systems of Ukraine to Russian Federation in 2011 (September 7).

UDAR Party of Vitaly Klytschko is ready for debates with representatives of Party of Korolevska in case the representatives consider their Party to be Authority's satellite (September 10).

Tymoshenko's attorney published her cellmate's letter on Tymoshenko's website, in which the cellmate reveals Tymoshenko's discredit by prison's workers (September 12).

Jatseniuk: "Cabinet Council approved not the State Budget Project but "pre-election budget of the "Partiia Regioniv" Party" (September 13).

Jatseniuk: "European Union will enforce penalty upon Ukraine in case it recognizes the elections to be undemocratic (September 13).

"Batkivshchyna" Party: "Melnychenko offered to defend Tymoshenko "for fee" (September 15).

Vlasenko: "Ukraine bears no guaranties for obligations of United Energy Systems of Ukraine to Russian Ministry of Defense, otherwise they would be concerned in  State Budgets of the previous years" (September 10).

UDAR: "Party's agitation is being destroyed in Kyiv Region and replaced with agitation of "Partiia Regioniv" (September 17).

Tymoshenko filed an application to London court with demand for Deputy General Prosecutor to dispose his false claims about her (September 17).

Turchynov: "Melnichenko is hired by General Prosecutor's Office" (September 17).

Klitschko: "2013 Budget's Project is not transparent, Authority's representatives don't reveal even its key parameters" (September 17).

Tomenko accused police of Cherkassy city of the Opposition billboards' spoiling (September 17).

"NUNS" Political Fraction demands to prevent hearing of Peaceful Meetings Law Project (September 17).

Tomenko claims that the Authority set leaders of mafia groups against the Opposition representatives in Cherkassy City (September 18).

The Opposition prepares lawsuit against Defamation Law Project to file to Constitutional Court (September 19).

Ex-Minister of Treasury Department Pynzennyk: "No state guaranties of debts of United Energy Systems of Ukraine were registered in Treasury Department's State Debts List" (September 19).

Representative of BIUT Party Bondarev states that he didn't fight with police in Brovary Town (September 21).

Court of Appeal gave back the Opposition its print run of agitation materials earlier confiscated according to the court of primary jurisdiction judgment (September 21).

The United Opposition managed to include its representatives into election committee of Mariupol City (September 21).

Kharkiv Department of "Batkivshchyna" Party accuses Authority of using look-a-likes of the Opposition representatives while forming the election committees (September 21).

Klitschko: "The extensive falsification of elections begins with violations to the profit of Authority while forming district election commissions" (September 22).

In Khmelnytsk Region representatives of UDAR Party fixed frauds with the help of which the they were disjointed from the district commissions and replaced with the representatives of "technical" parties (September 22).

Tymoshenko: "Janukovich imprisoned me on imagined accusations in the best totalitarian style" (September 22).

Four candidates from the United Opposition claim about the extensive falsifications while forming election committees in Odessa City (September 24).

The United Opposition will provide State Department with a list of officials, legal enforcement and judges who should be restricted from crossing the US border (September 24).

Klitschko comments on the Resolution of US Senate: "World doesn't believe in empty declarations of Ukrainian Authority any more" (September 24).

Hrytsenko: "The Resolution of US Senate is the last warning for Ukraine" (September 24).

The Opposition demands that General Prosecutor's Office initiates a case against Lutsky, a representative of "Partiia Regioniv" Party, who recognized in public his involvement in demolishing of the Opposition agitation tents in Solomiansky District of Kyiv (September 25).

Danylyshyn: "The conclusions of PACE inspectors can cause the monitoring of legacy of financial barons' capitals on transborder accounts" (September 25).

The Opposition claims that "Partiia Regioniv" Party doesn't allow its representatives to participate in forming district elections commissions in Volyn Region (September 26).

"Batkivshchyna": "The unidentified individuals distribute the fake newspapers with Tymoshenko's proclamation in the centre if Kyiv" (September 26).

Tymoshenko's colleague: "The prison workers were "coped out" because they didn't have recommendations of German doctors to restrict her meetings, but that was their motivation while forbidding her meeting with leaders of the United Opposition" (September 28).

Jatseniuk: "The United Opposition went to the main stage of pre-election campaign - presentation of the plan of changes" (September 29).

Lviv City Council litigated "language" law in Constitutional Court (September 18).

Donetsk court rejected "language activists" in initiation of the case concerning illegality of regional status of Russian language without announcing the motivational part of the sentence (September 28).

Prison administration doesn't allow Tymoshenko's meetings with her attorney (September 13).

Majority MP Candidate was beaten in Donetsk Region with demand to withdraw his candidate (September 17).

Opposition Candidate was poured over with brilliant green, he was hospitalized with eyes burns in Kharkiv (September 19).

Unidentified individuals attacked using knifes Kharkiv camp of language activists (September 20).

Sociologists Consortium presented plans of National Exit Poll conducting on elections day (September 3).

"Spilna Sprava" Activist Movement demands General Prosecutor's Office to initiate a criminal lawsuit against Lukianov, a "Partiia Regioniv" Party representative, because of his bribing the voters (September 5).

"Opora" Party: "Among the violations in pre-election campaign administrative resources take the first place and bribing the voters take second place" (September 5).

Firtash bought 25% of "Sumygaz" Company (September 10).

In August Ukrainian Pension Reserve deficit increased to UAH 1.42 billion (September 10).

Kyiv Regional State Administration provided Janukovich with 30,000 ha of hunting lands for rent for the term of 49 years (September 11).

Representatives of "Partiia Regioniv" Party didn't allow international inspectors to present at the meeting of District Election Commission in Crimea (September 11).

Monitoring of keeping to the professional standards in the work of Ukrainian channels information services is provided by NGO Telekritika supported by USAID through Internews Network. The purpose of monitoring is to increase media literacy of the Ukrainian society, to encourage media to be responsible, keep to journalistic standards and improve the quality of media products.

 

The object of monitoring are socio-political issues in the evening (main) newscasts on Inter, ICTV, 1 +1, STB, Novy, Pershyi Kanal, Channel 5 and  Ukraiina. Period of monitoring: September 17-22.
