1. MATERIALS WITH SIGNS OF BEING ORDERED (OR WITH CENSORSHIP)

 

Generally in January in daily summary newcasts of examined channels was such amount of socio-political materials with the signs of censorship or signs of being ordered:

In comparison with December 2010 the number of such materials was less - because of general decrease in the amount of news in the first half of month, as we had a lot of holidays. First two positions in this anti-top list are still taken by Channel 1 and Inter. Nevertheless, 1+1 broadcasted mush less ordered materials and gave third place to ICTV. The bottom part of the "standings" remained unchanged.

Here first place was taken by 1+1 that was actively advertising the resort of Bukovel (that is, the business of channel's owner Igor Kolomoyskyi). Novy, ICTV and STB were traditionally advertising the charity actions of their owner  Viktor Pinchuk (Pinchukartcentr events and business lunch in Davos). Channel 5 gave 1 material advertising its owner, Petro Poroshenko. So, there were no plugola per se in the news in January.

NOTE: general number of materials may not coincide with the general numbers (table 1) as some materials have both lines present.

 

General trend of positive highlighting of the government's activity remained unchanged. The number of negative materials about the opposition also was approximately the same. Most of materials, as before, were not directly bringing the opposition to the discredit, but were rather incomplete and unbalanced accounts of the criminal investigations of ex-government officials from the opposition cases. And again journalists did not (or could not?) try to explore exact facts and get comments about the exact accusations. The representatives of law enforcement bodies gave only general information on the charges in these materials and the accused were able to give only emotional denials.

 

Positive materials about the government are mostly those that are short (in form of oral message and sync), having no opinion balance and proper completeness of information. Channels highlight the "active work" of the main people of the country, and show that they "respond to calls" every day. "The most popular figures" of these materials, as before, were Viktor Yanukovych, Mykola Azarov, Borys Kolesnikov, Serhiy Tyhypko, Yuriy Boyko. This month the floor was more seldom given to Hanna Herman and Dmytro Tabachnyk.

 

The following standards are violated by the channels in their materials with the signs of censorship or signs of being ordered:

The main trends here also remained the same, as well as the violation of facts and opinions separation standard continued to grow. Most channels gave more and more materials with the conclusions and estimations of the journalists. The rest of violations were steady.

 

2. CONCEALMENT OF SOCIALLY IMPORTANT INFORMATION BY THE CHANNELS

 

In realization of political orders concealment of certain subjects or their components (as positions and argumentation of parties, expert evaluations, exact facts and backgrounds), that being disclosed, would be unfavourable for the government, still play very important role.

General number of concealed subjects was comparatively less than last month, due to the reasons, stated in the part 1 of the summary. Also there was considerable increase of concealed subjects on Ukrayina and Novy channels.

There were not much protest actions in January, hence there were comparatively few topics on the issue. Channel 1 and Inter still concealed such information more often than other channels. ICTV began giving appreciably more information about such events. Among the events that were left behind summary newcasts of all the channels we may name the following ones, concerning the Day of Unity of the Nation:

 

Transport operator refused to provide the members of All-Ukrainian Svoboda Association from Zhytomyr with the transport to Kyiv in order to celebrate the Day of Unity of the Nation "by order of power entities" - All-Ukrainian Svoboda Association claims (January 21)

 

The government hinders people coming to Kyiv in order to celebrate the Day of Unity of the Nation - ByuT claims (January 22)

 

The organizer of the event, dedicated to the Day of Unity of the Nation in Donetsk region, was arrested - states All-Ukrainian Svoboda Association. The police denies it (January 22)

 

The traffic police did not let out of Lviv one of the buses with the representatives of Batkivshchyna party, going for the rally to Kyiv - the party's press office informs (January 22).

All the trends were steady here. Among the events, concealed from the audience of all channels under examination, were the following:

 

The public prosecution office of Dnipropetrivsk region sent letters to the local mass-media, demanding to provide it with the materials on Tymoshenko giving automobiles to the village medical institutions (January 4)

 

The owner bans Salon Dona I Basa daily newspaper in Donetsk region (January 21)

 

Human Rights Watch remarks on increase of pressure on mass-media in Ukraine (January 24)

Here the number of concealments remained the same. In January prices on basic products and services continued growing, as well as different tariffs. Also there was increase in number of issues concerning shutting down medical and educational institutions. These topics were highlighted rather fragmentarily. The following topics were among the concealed by all eight channels:

 

In 2011 utility prices in Ukraine will increase thrice - calculations of the National Federation of Trade Unions of Ukraine (January 2011)

 

The only Ukrainian school for children with special needs in Lysychansk shuts down (January 10)

 

In December the rate of unemployment in Ukraine was 2% - State Statistics Committee (January 17)

 

Heating supply rate increased in Odesa (January 18)

 

In Ivano-Frankivsk heating supply rate will be 10-18.8% more from February (January 24)

 

Chornobyl cleanup veterans of Kharkiv raise voice against the government's intention to appoint the sum of welfare payments (January 25)

 

In Kharkiv water supply and drainage rate will increase from February (January 26)

 

Trade unions propose to withdraw the pension reform project from the parliament (January 31)

 

The fare for a subway ride in Kharkiv may come up to 2 hryvnyas - the mayor said (January 31).

There were not many such topics in December. Among those ignored by all the channels we can mention:

 

The criminal case against Tax Maydan tent camp caretaker was initiated and he gave recognizance not to leave (January 6)

 

Ex-pos review will be taken without warning taxpayers - tax office (January 10)

 

Enterprisers board of Verkhovna Rada states that force authorities exert pressure on enterprisers movement activists (January 19)

 

Selling buckwheat in Ukraine is restrained because the state tightened control over its price - Agricultural Confederation of Ukraine (January 28)

 

NBU initiative of audit data disclosure distorts the philosophy of audition institution itself - Independent Accountants and Auditors Council (January 29).

A hotel suddenly refused Narodna Samooborona party to host their briefing allegedly because of urgent repair - the party claims (January 10)

 

In Zaporizhzhya partcipants of Svoboda movement picketed regional state administration demanding to call off the status of Russian language as second official language of the region (January 10)

 

Tomenko suggests hearing Tabachnyk in Verkhovna Rada as policy of the Ministry of education causes numerous concerns (January 11)

 

Front Zmin promises to give lawyers services to all participants of Tax Maydan tent camp who are persecuted by the government (January 11)
