The members of the Supervisory Board of the National Public TV and Radio Broadcasting Company of Ukraine (PJSC NPBU) became aware that the Parliamentary faction “Radical Party of OlehLyashko” had turned to the National Council of Ukraine on Television and Radio Broadcasting with a request to replace the member of the Supervisory Board of the PJSC NPBU previously delegated by this faction with a new candidate.  However, the faction did not indicate any grounds envisaged by the effective legislation for the requested replacement.

In this regard, we remind that all members of the Supervisory Board of the PJSC NPBU have a 4 year term of office starting form 19 January 2017 (according to the Decision of the National Council of Ukraine on Television and Radio Broadcasting d/d 19.01.2017). The replacement of a member of the Supervisory Board of the PJSC NPBU in case of an early termination of his/her powers is possible exclusively on the grounds provided in Article 10 of the Law of Ukraine “On Public Television and Radio Broadcasting of Ukraine”.

Members of the Supervisory Board regard the mentioned request on replacing the member of the Supervisory Board based on the grounds which are not envisaged by law to the National Council of Ukraine on TV and Radio Broadcasting on behalf of the Parliamentary faction “Radical Party of OlehLyashko” as an attempt of exercising political pressure on the activities of the Supervisory Board of the PJSC NPBU. 

We call upon all parties to respect the requirements of the Law of Ukraine “On Public TV and Radio Broadcasting of Ukraine” which establishes the principle of PJSC NPBU’s independence from state authorities and political parties (Art 3; Art. 8 p.5).

We emphasize that unhampered exercise by the Supervisory Board of the PJSC NPBU of its authority, without any pressure from any of the political parties, is a prerequisite for a fair competition for the Head of the Management Board of the PJSC NPBU.

Moreover, any kind of political pressure on the Supervisory Board of the PJSC NPBU casts a shadow on Ukraine’s fulfillment of its international commitments on creation of the national Public service broadcasting according to the European standards.
